Billion Dollar Upgrade

A recent bulletin highlighted Jubilee Line performance has increased by 101.6%. It also told us that, from the start of the upgrade, journey time had improved by 26 seconds. It would be interesting to know exactly how much the total upgrade has cost and then calculate how many billions for second this translates as. We wonder whether this would be value for money
