You would think that the utter chaos in the internal promotion system would make management realise that privatising it - they handed it over to Reed a few years back - was a really bad idea.

Well, LUL has noticed that Reed is crap, but has decided that the solution is not to bring the promotion system back in-house but to privatise it all over again! This time, a company called Pertemp gets to have a go. And if it turns out to be just as crap as Reed, then what? No doubt LUL will give it to yet another private company to see if they can trash things even more.

In the meantime, loads of staff's careers get fouled up, stuck in the lower-paid grades when they are quite good enough to rise up the ladder. Which all suits LUL very nicely thank you, as it gives them an excuse to recruit externally, which they prefer because it weakens the unity and coherence of the workforce.
